On June 22, “Zhoghovurd” daily wrote that only one non-governmental organization operating in the health sector was “selected” to participate in the public procurement oversight process.
Most likely, “Zhoghovurd” daily misinterpreted the list published by the Ministry of Finance.
In fact, in May of this year, by the Government decision, amendments were made in the Government Decision 526-N governing the public procurement process, which significantly simplified the mechanisms of public procurement oversight by NGOs and mass media.
Thanks to the adopted decision, representatives of non-governmental organizations included in the list of the Ministry of Finance, entities engaged in media activities or their representatives can participate in the public procurement process with a simplified procedure.
The list referred to by the “Zhoghovurd” daily is the same list of the Ministry of Finance. In other words, at the moment, only “Right to Health” human rights NGO, on behalf of the doctors represented by the organization, submitted a request to the Ministry to participate in the oversight of the public procurement process.
In other words, there is no monopoly or corruption in this process. Any state-registered mass media or NGO can apply to the Ministry of Finance, obtain a relevant certificate and participate in the procurement oversight process.
