Road Police and Court Unable to Differentiate between Mihran Poghosyan’s Zaporozhets and Range Rover

On July 15, 2015, the driver of white ZAZ (Zaporozhets”) car (55UL333) belonging to head of Compulsory Enforcement Service (CES) drove on Sevan-Yerevan highway at 153 km/h speed, as a result of which he was fined for 200 thousand AMD.

However, Mihran Poghosyan has not paid the fine, and the Road Police has filed a lawsuit at the RA Administrative Court against former head of CES, requiring the fine amount and the penalties. The Court satisfied the claim, but then the Court of Appeal overturned the decision after Mihran Poghosyan’s appeal. And after all, he did not pay the fine.

There is a very interesting circumstance in this story… How could the “Zaporozhets” drive at 153 km/h speed? It is also difficult to imagine the offshore scandal hero driving a Zaporozhets car.

We were able to find the decision on imposing an administrative penalty and the speedometer photo, and without much effort that the vehicle driving at 153 km/h speed on Sevan-Yerevan road was a Range Rover, and not a “Zaporozhets”.

Moreover, we found 14 traffic rules violation videos where “white ZAZ” is written in the fine decision for the black Range Rover with 55UL333 number plates.

It is physically impossible that the Road Police officers who recorded the violations did not notice that the black Range Rover contains the number plates of white ZAZ. It also could not escape the attention of the judges investigating the case. And according to Article 123.5, Part 4 of the Code of Administrative Offences, this offense, in its turn, envisages a fine of 200 thousand AMD.

However, neither the policemen, nor the judges noticed that violation for months.

And a question arises here…Why did the plate numbers of Mihran Poghosyan’s ZAZ appear on the Range Rover and is there an intention to conceal another offense by that act?

It should be reminded that in 2016 Major General of Justice Mihran Poghosyan appeared at the center of an offshore scandal, as a result of which he resigned. However, he was elected as Deputy of the RA National Assembly from the Republican Party during 2017 parliamentary elections.
